The Compliance Engine

  • The Compliance Engine charges the contractor $18 per type of system per site. For example, a warehouse with one sprinkler system pays $18 to upload one report, and a warehouse with 24 sprinkler systems pays $18 to upload its 24 reports. Contractors who upload a report 30 days after the inspection date will be assessed a $10 late fee. Contractors who upload a report 60 days after the inspection date will be assessed a $20 late fee.

  • Unfortunately, business owners cannot submit inspection reports to TCE. In order to maintain the integrity of the system, it is necessary that only contractors submit inspection reports to TCE. Please note that contractors are required to also provide inspection reports to property owners, in addition to TCE.

  • Given is a list of fire inspection systems that need to be serviced routinely. The reports associated with the inspection, testing, and maintenance of these systems are required to be uploaded to The Compliance Engine.

    The Compliance Engine
  • In an effort to stay proactive, The Compliance Engine automatically sends out renewal, deficiency, and overdue notices to keep business owners or property managers informed of the status of their fire protection systems. These automated notices are a requirement from CVFD, as we want all responsible parties informed when actions are required on their respective fire and life safety systems. If you would like to be added or taken off a property address, please email email to AOTT. TCE has records under property addresses and property business names. If you have several properties that you manage or are no longer responsible for within the Chino Valley, then please report said properties via email, so that we can update our records.

  • Fire Protection reports can no longer be submitted directly to the Chino Valley Fire District. Fire Protection reports are required to be uploaded to the Compliance Engine website by the contractor that performed the service. Contractors can submit their service reports to TCE by following the link:

  • A report in an "Open" status means it has not been fully submitted and is not visible to the CVFD. Your contractor will need to access their "Open Reports" and click on the IRN number. Then the contractor will need to select "Submit to AHJ". There is an overnight billing process that will delay the status from changing from the "Open" status. If the status still remains open, then it is likely that the CVFD rejected the report or the contractor's form of payment was declined. Either way, the report will need to be reviewed and submitted by your contractor.

  • The contractor that performed the inspection, testing, or maintenance may observe issues and list them as deficiencies on your inspection report. This will result in a deficiency notice being sent to the responsible party and CVFD. Contact the contractor directly regarding deficiencies. It is acceptable for the repairs to be completed by a different contractor from the one that performed the initial inspection. After the deficiencies are corrected, a "deficiency repair" report needs to be uploaded to TCE by the contractor that corrected the deficiency.

  • An extension is dependent on the severity of the deficiency. Any deficiencies that impact the operation or activation of a fire protection system need to be corrected as soon as possible. A fine or citation may be issued by CVFD if the deficiency is not addressed promptly. Any extensions do need to be reviewed and approved by CVFD.

  • Please email the Fire Marshal to obtain a secure access code. This access code will allow you to log onto the Compliance Engine website and view any fire reports associated with your record.

  • The contractor that performs the work associated with the deficiency can repair the deficiency. If the repair company is not familiar with TCE, then they will need to first create an account, then submit the "deficiency repair" report. For issues regarding unresponsive contractors, see "What if my contractor refuses to upload the reports" below.

  • The number of records you have is related to how many fire protection systems are present. A record is created for each fire protection system for every building on a parcel. It is set up this way to track the servicing history for every fire protection system in Chino Valley.

  • CVFD will issue citations until the reports or deficiencies have been addressed. The citations will increase in cost if not addressed promptly, starting at $100 and increasing to $1,000 per non-compliant system.

  • If a contractor refuses to upload their reports, then please contact the Fire District at 909-902-5280, Option Number 2. The respective area fire inspector will obtain information from you and attempt to contact your contractor. If the contractor refuses to upload the reports after contact from the Fire District, a one-time exception will be granted.

    The exception is a one-time change, and CVFD will recommend using a different contractor for future services. Prior to obtaining services, please make sure the company is willing to submit reports to TCE.

  • Failing to submit reports is a violation of the Chino Valley Fire District Fire Code. As a contractor, if your company is unwilling to submit reports to TCE, you should not be performing work in the Chino Valley. Failure to submit reports will result in possible citations for your customer.

Bleed Safe Community Program

  • Blood loss is a leading cause of death for trauma victims. Death from blood loss, especially from arm or leg wounds, has been identified as a potentially preventable cause of death. Immediate actions for life-threatening bleeding should be centered around the application of aggressive direct pressure while a public access trauma kit is retrieved. Striving to "earn" pressure points is a constant reminder to all that aggressive direct pressure may be required to help slow or stop bleeding while a Public Access Trauma Kit is retrieved.

  • No. However, it is recommended that communities striving to become "Bleed Safe" incorporate recognized trauma curriculum for the layperson, First Responders, and First Receivers.

  • While there is no application fee, there are often costs associated with meeting the criteria to become a BleedSafe Community. Cost will vary depending on the community's size and needs (e.g. Trauma related training, equipment and Trauma Kit placement). A proper assessment of your community will determine the needs.

  • This is the recognition given to establishments that meet the following criteria:

    • Submitted an application to receive free training and a Public Access Trauma Kit
    • Minimum of 50% of employees trained in "recognized" trauma curriculum
    • Completed a risk assessment form and discussed it with all employees
    • Has a Public Access Trauma Kit on site. Must be in an area that is easily visible, and easily accessible to all
    • Has notified surrounding businesses/tenants of the availability of the establishment's on-site Public Access Trauma Kit

  • Any municipality or community organization is eligible to apply for the BleedSafe designation. Applicants can be determined by geographic locations or organization size. Geographic locations are cities or townships. Organizational applicants are determined by campus size and average daily population.

  • As a fire agency, Chino Valley Fire does have a permitting process in place related to fireworks and other explosive material. If you have a question related to the permitting of fireworks, please contact our Administration Office at 909-902-5280, Option Number 2.

  • The only fireworks allowed in the State of California are safe and sane fireworks and they will have a seal on them from the Office of the State Fire Marshal. Any and all other fireworks are considered illegal, if they do not have the seal. It is important to note, that a city or county must allow the use of safe and sane fireworks within their respective city, otherwise, they are considered illegal. This is the case in the City of Chino Hills and the unincorporated county area, all fireworks are considered illegal.

  • Within the Chino Valley, safe and sane fireworks can only be used from July 1st at noon until July 4th midnight, within the allowed residential areas of Chino. Please reference the map on the Fireworks main webpage for the specific areas. Fireworks are not permitted in city parks, commercial and or industrial areas.

Public Records Request

  • The California Public Records Act (CPRA) was passed by the California Legislature in 1968 for government agencies and requires that government records be disclosed to the public, upon request, unless there are privacy and/or public safety exemptions that would prevent doing so.

Youth Fire Setter Program

  • The Fire District may require a deposit to participate in the program. The fee amount is adopted in our Master Fee Schedule. The deposit is to ensure that the youth completes the required sessions.

  • The youth is required to attend with their parent(s) or legal guardian. The program will consist of meeting with fire officials where an evaluation is conducted. The youth and the respective adult(s) will be shown a video related to the seriousness of fire-setting. The youth will be required to complete an assigned project and will present their work on the project to the fire officials.
