Clerk of The Board
Overview
The Clerk of the Board's Office supports the Chino Valley Fire District Board of Directors and the Fire Chief. The Clerk of the Board's office serves as the clearinghouse for all matters requiring the review or executive action of the Chino Valley Fire District's governing authorities and serves as the general administration manager.
Responsibilities
The Clerk of the Board is charged with processing and disseminating all board directives, policies, and ordinances. The Clerk of the Board also serves as custodian of all official records and oversees the preparation and posting of public meeting agendas, public hearing notices, and ordinances. The Clerk of the Board is also responsible for public records under the California Public Records Act and serves as the filing officer for conflict of interest statements as required by the California Fair Political Practices Commission.
Transparency Certificate of Excellence
Chino Valley Fire is committed to being accessible and engaged with the public by creating awareness of Fire District activities while maintaining transparency in its operation and governance.
Certification
Chino Valley Fire became the first fire district in California to receive the District Transparency Certificate of Excellence Award by the Special District Leadership Foundation (SDLF) on October 16, 2013. Special Districts must reapply for the award every two years.
The SDLF is a non-profit organization that was formed to promote good governance and best practices among California's special districts through certification, accreditation, and other recognition programs.
Qualification
To qualify for this certification, Chino Valley Fire had to demonstrate compliance in eight essential governance transparency requirements, including conducting ethics training for all board members, properly conducting open and public meetings, and filing financial transactions and compensation reports to the State Controller on time.
Chino Valley Fire also had to demonstrate that it fulfilled fifteen website requirements, including providing readily available information to the public, such as board meeting agendas, minutes, current district budget, and the most recent financial audit. In addition, Chino Valley Fire had to demonstrate outreach, which engages the public in its governance through newsletters and other materials.
Chino Valley Fire successfully met all transparency program requirements and received re-accreditation from December 2025 to December 2028.

Election Information
General District Elections are held in November of even-numbered years and conducted by the San Bernardino County Registrar of Voters office. The Chino Valley Fire District Board of Directors consists of five members, all non-partisan, serving staggered four-year terms.
The next General District Election is scheduled for November 3, 2026. Additional information can be obtained by contacting the San Bernardino County Registrar of Voters' Office.
By-Division Elections
On March 9, 2022, the Chino Valley Fire District Board of Directors adopted Resolution Number 2022-02, establishing the election of members of the Board by five divisions and establishing the boundaries of each division.

District of Distinction Accreditation
Chino Valley Fire was accredited as a District of Distinction for a fifth time in June 2017. The Fire District was the first ever fire district in California to receive that accreditation in 2008. The Fire District was the first ever fire district in California to receive the District of Distinction Platinum Level in 2017.
